The study aims to highlight ” the role of governance in the sustainability of the performance of civil society organizations in Yemen“, by identifying the conceptual and theoretical framework of good governance and the real institutional and organizational status of the humanitarian system of Civil social organizations (COSs), Through an analysis of the principles ofgood governance that is summarized by the United Nations and the United States Agency for International Development (USAID), which is (transparency, accountability, justice and equality, organizational capacity) as an independent variable, highlighting weaknesses, strengths and constraints.
Attributed to the variable (dependent) of the sample study of the reality of response and sustainability, to Core humanitarian standards of quality and accountability (CHS) , Which is an inherent reference in the needs and rights of Communities, people affected by crisis and based on humanitarian principle and professional and ethical commitment of organizations, which together constitute a framework for good practices of quality and accountability that can be easily implemented by humanitarian actors, as well as those involved in the development agenda, and through organizations and individuals involved in the humanitarian response must be taken into account to improve the quality and effectiveness of the organization’s assistance
It also increases accountability to communities and people affected by the crisis and knows what humanitarian organizations will commit to enable them to meet accountability and verify the functioning of the humanitarian system. The Questionnaire structure is set according to (CHS) which are consists of ( Nine Commitments and (Indicators of Quality , actions and measures – Organizational Responsibilities ) and in according to the Fundamental and Principles Underlying Humanitarian Actions, which are the cornerstone of any humanitarian action derived from humanitarian law and human rights and are part of the Charter of Honor of Profession and the Statements of Organizational Tasks that Guide the Work of Humanitarian Organizations (Humanity – neutrality and impartiality – independence in action – dignity – doing no harm – transparency and accountability) This Questionnaire provides guidance and advises to organizations in understanding their capabilities and performance, highlighting areas that reflect their success and adopting plans for improvement. And Humanitarian organizations may use this as a voluntary code in line with their own procedures, in order to achieve this study, the researcher will use the descriptive method (Five-degree Likert Scale).
Tools and procedures for verification and evaluation of CHS, where the resolution has been adapted to the guidelines of the humanitarian standard verification scheme system and sustainability indicators, in accordance with the environment of civil society organizations in Yemen by academic and statistical specialists and experts, humanitarian and country organizations. Many national and international organizations and United Nations agencies expect to work with partners to implement the standards and promote their assimilation into all aspects of humanitarian action and to monitor their use. The target society will therefore be the focus of all local civil society organizations in the Republic of Yemen
The research will adopt a method of Exclusive, using the statistics of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) (Yemen, 2019) and the map of civil society organizations. This study is one of the first in Yemen and uses scientifically adopted technical standards and measures the accountability and quality of the services of humanitarian organizations. The researcher wishes to participate in the study questionnaire because of its scientific and practical importance, which will be used for academic purposes only (master’s thesis)
